COMMUNITY DELIVERY · PROVIDER STANDARDS

Good deliveries start
with clear expectations.

How delivery is designed to work: independence, appropriate coverage, verified custody and a safe path when plans change.

Information for future participation · applications closed

Operations remain unavailable. Final participation depends on local requirements, verification and the applicable provider agreement.

YOUR BUSINESS STAYS YOURS

Independent work.
Shared standards.

Choose eligible opportunities. Keep other customers and businesses. No required shifts, minimum job count or exclusivity.

What the standards cover

Qualification, privacy, appropriate coverage, agreed service terms, verification, custody, safety and returns.

What stays with your business

Your internal staffing, employee schedules, payroll, fleet methods and operations. An individual job’s pickup and destination do not prescribe your general working territory.

PROTECT THE PEOPLE. PROTECT THE GOODS.

Insurance has to fit the delivery.

Paid-delivery use

Coverage must apply to the actual paid activity, provider and vehicle or asset. Personal-use coverage alone may not cover the work.

Goods in transit

Cargo limits, exclusions, value, weight, size and special handling must fit the goods. High-value, fragile or perishable items may need different safeguards.

Your choice of insurer

Existing qualifying coverage is welcome. You do not have to buy through an affiliated agency. Any future affiliated insurance option would identify that relationship.

Verification and current policy terms matter. Uploading a document or checking “insured” does not establish delivery eligibility. No insurance quotes or document collection are open here.

TRANSPORT → PRESENT → VERIFY

One clear chain of custody.

Seller→ verified pickup →Provider→ verified acceptance →Buyer

Before pickup

Know the pickup, delivery and return destination, handling requirements, return authority, attempted-delivery compensation and return compensation. Record appropriate package and condition evidence.

Interest creates a pool of available providers. Only one primary assignment owns pickup. A fallback can replace a failed primary before custody, through the authorized process.

If the buyer refuses

Do not compel acceptance, collect a disputed payment or decide who is owed a refund. Record the outcome and follow the agreed return path.

After pickup, ordinary reassignment stops. Any transfer or recovery needs separate authority and evidence.

Refused / failed handoffAuthorized returnVerified seller / return facility

Buyer refund entitlement and sales disputes belong in the marketplace review process. The physical provider never adjudicates the sale.

WHEN SOMETHING GOES WRONG

No transaction is worth an unsafe handoff.

Leave a threatening interaction. Seek emergency help when necessary. Record only what is safe and needed. Safety, damage, accident, loss, theft and a seller refusing a return require an authorized support or recovery path.

Do not abandon goods, invent a completed handoff or promise a refund. These operational reporting and support workflows must be ready before delivery opens.

READINESS IS LOCAL

Applications open ≠ delivery open.

A locality needs enough current, qualified capacity for its supported goods and service windows. Provider willingness, coverage, asset health and fallback depth all matter.

Recruit & qualifyVerify people, businesses and assets.
Build capacityEstablish coverage and fallback readiness.
Open carefullyOnly eligible localities and deliveries.
Monitor & pauseStop new commitments when capacity falls; honor existing ones.

No universal 50- or 100-mile rule applies. Seller Self-Delivery may offer its own eligible zone or radius and an authoritative same-day service window. Availability must be confirmed for the actual order.

A LITTLE MORE DETAIL

Provider Standards & How Delivery Works

Who can deliver?

The architecture supports independent delivery persons, delivery businesses and fleets, Seller Self-Delivery, external providers, and future autonomous or hybrid providers. Eligibility follows the actual person, business, asset, locality and goods. Fleet size alone is not a qualification rule.

What does Texas participation require?

Texas regulates delivery network companies under Occupations Code Chapter 2402. Delivery-person qualification includes applicable identity, age, driving and background requirements. List99 must resolve its permit, insurance and current administrative requirements before Texas operations open.

Provider agreements, nondiscrimination, intoxicating-substance policies, complaint handling, records and privacy also matter. Software readiness is not legal clearance. Read current TDLR information.

What will an application ask me to review?

Provider Standards, insurance, independence, refusal and returns, safety, privacy, no guarantee of work, locality readiness, claims cooperation and recertification. A final provider agreement is separate where required. Applications and sensitive document collection remain closed.

How do business and fleet roles work?

The business beneficiary and the person physically handling goods remain separate. Each person uses their own identity and authorized role. A business accepting work does not prove pickup, and delivery earnings do not turn List99 into the fleet’s payroll system.

What is different about Seller Self-Delivery?

A seller can choose to deliver an eligible order personally where that method is authorized. Risk, cargo and conflict safeguards still apply. A seller’s financial interest in the sale never gives them authority to force acceptance or decide a disputed refund at the door. Some goods may require a different delivery method.

What can Community Connect show?

Future delivery cards can show general areas, approximate distance, package and handling needs, service windows and an authoritative offered earning. Exact private addresses and contact information are restricted to authorized participants. A free-form post is not a delivery opportunity, and expressing interest creates neither assignment nor earnings.

How are earnings and returns handled?

Review the offered earning and agreed attempted-delivery and return compensation before pickup. Interest or standby availability does not promise a paid job. Completion evidence, eligibility and applicable terms control subsequent review; this page does not activate earnings or payouts. Providers do not decide buyer refund entitlement.

What if a buyer is unavailable or a seller refuses the return?

Follow the agreed attempt, retry and return terms. If the return cannot be completed, retain safe custody and request an authorized recovery or disposition. Do not improvise a new recipient or mark the goods delivered. The required support path must be established before operations begin.

What evidence is appropriate for damage or a dispute?

Use the required condition, package or seal details, timestamps and verified handoff references. Avoid unnecessary images of people, homes, identity documents or unrelated property. Claims and commercial review are separate from the provider’s physical delivery role.

What are the safety, substance and nondiscrimination expectations?

Safe, lawful and nondiscriminatory service is essential. Operating under the influence is unacceptable. Applicable policies, accessible complaint reporting, restricted case review and required records must be in place before operations open. This informational page is not an active incident intake service. For an emergency, contact local emergency services.

What about privacy, recertification and suspension?

Qualification and coverage must stay current. Expired evidence, restrictions or changed capabilities can stop new assignments. Existing custody still needs an authorized safe return or recovery path. Sensitive information stays restricted and is retained under an approved schedule, with lawful preservation requirements respected.

How will autonomous delivery work?

A future autonomous provider is a real business with a verified asset, appropriate legal authority, insurance, service area, telemetry, human supervision or override and emergency recovery capability. Sidewalk robots, automated road vehicles and drones have different requirements. None is active through this page.

Do I need to buy insurance from List99 or accept every job?

No. Choose your insurer, subject to qualifying coverage. Choose eligible opportunities without required shifts, minimum jobs or exclusivity. Participation never guarantees work. When you accept a particular delivery, its agreed service and safety terms apply.
